Manager of Generation Assets

As Manager of Generation Assets, Tim Foster’s responsibilities include managing the activities of the AMEA-Sylacauga Plant personnel; working closely with the Planning and Engineering Department on PSA contract issues, alternative power supply contracts, evaluating generating asset ownership, developing new rate riders; and providing market information for planning future power supply needs.

Mr. Foster is also responsible for managing the operations and maintenance of the AMEA-Sylacauga Plant to ensure AMEA meets its contractual obligations while maximizing the value of its Members’ asset ownership. His primary responsibilities include: developing and implementing operating and maintenance best practices and procedures; managing personnel; regulatory compliance and reporting; developing and managing O&M budgets; major maintenance on equipment; assessing and managing equipment risks; maintaining a relationship with the original equipment manufacturers and end users; and retaining a competitive source of consultants, vendors and suppliers.

He has been employed in the power industry for 35 years and has successfully performed in numerous technical and management roles. He has vast experience in the project development, project management, construction, asset optimization and Operations and Maintenance (O&M) management of coal, natural gas and wind generating facilities.

Prior to joining AMEA in 2003, Mr. Foster was employed as a technical advisor at Dominion Power, Fossil and Hydro Engineering. He was responsible for providing electrical, controls and excitation technical and project management support to Dominion’s regulated and merchant generating fleet. His major projects while at Dominion involved the development of the technical specification and equipment selection for the generator excitation repowering project at Bath County pumping station, and heat-trace and freeze protection projects at Possum Point, Lady Smith and Remington generating plants. He provided technical support to the plant staff as requested for the maintenance, troubleshooting and replacement of electrical equipment located within the generating stations.

Mr. Foster was employed at Duke Energy from 2001 to 2003. He was the O&M project manager and interim plant manager for the Sandersville 640 MW peaking project in Warthen, GA, and the 620 MW combined cycle project in Hot Spring, AR. He was responsible for implementing the O&M pre-operations management plan, which involved O&M technical support; and managing the pre-commercial O&M budget.

Mr. Foster was employed at Louisville Gas & Electric (LG&E) from 1990 through 2001. He held the positions of plant manager, O&M project manager, plant engineer, results engineer, and electrical and instrumentation manager. He was the project manager, owner’s construction manager, and plant manager for the Monroe, GA 520 MW gas turbine facility.

Mr. Foster was the plant engineer at the Roanoke Valley 230 MW facility, which consisted of two pulverized coal units. As plant engineer, he was responsible for the heat-rate performance; environmental compliance and reporting for air, water and hazardous materials; plant safety committee chairperson and safety manager; and manager of the electrical and instrumentation department personnel.

Mr. Foster graduated summa cum laude from Strayer University in Washington, D.C., with a B.S. degree in Business Administration-Management. He also holds an Associate degree in Electrical Technology from Kee College. Mr. Foster is a member of the Alpha Chi Honor Society.
